Question 1: If you are playing a tank jungler (Sejuani, Amumu), is it a good idea to buy Ruby Sightstone if you are already buying Sightstone? Question 2: If you are playing a tank top laner (Maokai, Sion), should you buy Sightstone or Ruby Sightstone for the health? Question 3: Which supports are worth rushing Ruby Sightstone, and which aren't?

Not a jungler or top laner, but as support, I neeeeeever buy ruby sightstone. Unless it's super late game last item for the HP. I just don't feel like spending the gold on it instead of my tanky items on Leo/Braum/Thresh or whatever else I need to buy.
As a support, I've never gotten a ruby-sightstone unless I'm rolling in the cash and all my other item slots are filled (ie, me and my team are failing to close a snowballed game). 800g is too much for an extra ward per recall and 250 health compared to all the other goodies that 800g can be spent upgrading.
It is quite useless. You really only buy it late because of the small HP bonus.
You should not buy sightstone as a top laner. Only as support and as a jungler in some cases,
