Anyone else find it a bit odd that they chose Jinx over Caitlyn for the Hextech origin?

I'm pretty sure no one thought Jinx's weapons were hextech, and she isnt even mainly in Piltover, While Caitlyn's gun is well known to be hextech and shes from Piltover. It honestly doesn't matter too much, but it also seems a bit weird.

Isn't Jinx's W a hextech weapon? And Piltover and Zaun are two sides of the same coin. They're super intertwined, Zaun has hextech technology too.

They were looking for a hypercarry, so needed a champ who's more about AoE/attack speed.
