Could The Yordle Buff Be Nerfed?

It feels really unfair for someone to be able to buy just three 1 or 2 gold champions early in the game and then be able to dodge 98% of all attacks for the rest of it. I know the ratio is SUPPOSED to be lower than that but it seems to proc WAY too often.

It's a genuine problem if you're unlucky enough to not get any items that can make your attacks undodgable (which is most games) and pretty much kills any strat that isn't "get a lot of Yordles early".
