Nerf hextech into the ground.

Hextech is too strong. It is incredibly difficult to get items in this game. It is incredibly easy to get hextech. Hextech forces you to either risk losing all your items or position badly. It can take half or more of the game to get your core strategy going only for a 3 gold commitment to cancel it. for 8 seconds. An entire team can lose its items for 8 seconds. That is absolutely busted beyond everything else in the game. No matter what you are using or playing against hextech is strong vs it. None of the hextech champions are bad either. Unlike fiora and voli and morde. You need to hard nerf hextech to hit one item or at least one champion or last 2 or 3 seconds at most. Disabling one item is already broken. You essentially make them near useless (Except braum, braum is always amazing.) for 8 seconds that is more than good enough.
