There is no other way to balance glacial. They have abilities which freeze ON TOP OF attacks that freeze. 20 percent should be the 6 glacial bonus. 20 percent from 6 sources is a very high chance to PERMA STUN THE MAP. Add to that sejuani team freeze, ashe ult freeze, lysadra ult freeze to that and you don't ever get a chance to do anything. Not to mention the stuns last so freaking long too. The only thing wrong with glacial is volibear kinda sucks.
Nothing better than regardless of your team comp and regardless of your items or positioning youre entire team sits there ding nothing ALL game.
I agree with this. Perma stuns are ridiculous. Who decided that there shouldn’t be diminishing returns at the least...

There should really be a limit set in play to prevent permastuns or perma CC of any form in this mode. For example, a CC (let's use frozen for example) must completely end before the same unit can be CC'd by that same type again.

Since there exists a spatula item for glacial, you can do the 9/9 tier 3 and it would still give good stun potential to a glacial team, just maybe not on the most ideal champ(s)
