What the hell where you thinking. The buff to his regeneration and his e and a new shield was already enough to make him good and viable. With the tenacity and super ridiculous ease he can now r you cant fight him at ANY stage of the game. He has no weaknesses because of how long his skills last they are up when the last one ends. You need to stop releasing things without any consideration for the people who have to fight it.
his passive is nerfed later. his W is nerfed on bonus armor/mr he can get by 20 and his W now grants a shield based on HP instead of just flat damage reduction.
his ult got all the damages reduced but now only does true damage. with the villain mechanic removed he can no longer to true damage with basic attacks.
its like no one in the game wants to build to counter garen. it would be easy...

and then HP if you debuff his attack speed it would reduce the damage you take from E plus having armor helps alot. having HP will help vs his ult. oh and having healing debuffs negate his passive.
its like they make a simple change to his E and every one forgets how to fight a garen. DONT STAND IN HIS E

His regen is nerfed to about 1/4 of what it was.
The shield is a big nerf. Not much noticed in early game, but late game it's only about 1/5 of previously.
You know that he only has Tenacity for .75s and it has to be timed just right? However Garen BUILDS Tenacity, which anybody could do... Garen running around with mercs and Legend: Tenacity and Iron.... it's a lot of Tenacity...
(The rework is bad for Garen. He's just been temporarily buffed for now BECAUSE the administration wants to sell the players on the bad rework. You'll see, when he's nerfed next patch...)

even if the guy didn't use his split second tenacity he still used both tenacity runes available so what were you expecting with a 1 second root
