How to fix the broken hextech.
It targets the one with the most items. If 2 enemy champs have the same number it targets the one who is the highest level. If you hit 2 hex tech it targets 2 enemies the same way. This removes the absolutely busted mechanic of hit hitting a third of the map or forcing you to leave your back line open to assassins.
Disabling one enemy and the one the enemy invested the most in without forcing a team to be badly positioned will still be a desired trait in fact its more desired than the random now. If i can guarantee your three item champ is a no item champ for 7 seconds that gives me time to deal with the team you have not given items to. So I'm not getting instantly erased by draven but at the same time because you don't have to leave him open i cant just kill him by going assassin/hextech.
Basically this is how you nerf the broken high damage things without breaking the game. You don't need everything to be pure rng.
