champion with 3 items receives mountain hp buff?

i thought with 3 items you cannot receive the elemental buff when the unit with 3 item is on the buff spot. But i saw volibear with 3 items on the spot get 30 hp after end of round and he had 3 items equipped.

The rule doesn't apply to Volibear.

You'd be surprised how many rules don't apply to Volibear...

(Also, the buff is applied at the beginning of the round...)
