I'd replace banning with a champion select pool in which each player adds 2 champions to a pool. Players would then take turns picking their opponents' champions from a pool consisting of 20 selectable champions.
Banning's an easier option to implement to a currently temporary game mode (especially one that receives a lot of needless hate) for the reason that it's something we're all familiar with. If you hate playing Urgot, ban him. Hate the supports? Ban some. Otherwise you're still rigging your pool to basically be ARAM.
I own over 50 champions; so, to me, ARAM IS random. Nemesis is just, "I wonder what supporter I'll have to play this time. Wee, let's try having fun breaking the meta and then feeling like a pro for breaking the meta in a mode in which the opponents also have to break the meta!"
