Why can't URF be a permanent mode?

I remember when the community asked riot to make ARAM a thing. After sometime riot actually made a permanent queue for it. So I am asking, why can't URF be a permanent mode too? It was the most fun game mode I have ever played, and the only one I actually enjoyed besides ranked

Cause 90% of the community would play that over any other mode and the game would thus die in all other areas... so no.

Remember when URF was around? Remember how every day there was dozen of topics being made to have a champ perma-ban in the mode cause it was to good and unfun to play against?

Sona Perma-ban

Hecarim Perma-ban

Skarner Perma-ban

Poppy Perma-ban

Ryze Perma-ban

Karthus Perma-ban

And if was still around, Azir would be Perma-ban.

If the mode was still around, the only champ that wouldn't be Perma-ban would be Rumble

So it wouldn't be URF mode..it would be Rumble mode.

Riot will bring back the game mode in this season - it was already stated that it got more positive feedback than any other change in its history.

Yeah, bring URF back. And then people will whine after 2 or so days because the meta of what-is-not-yet-permad-yet-op-as-fuk was formed and people would ONLY play meta picks.

Like the only champions who weren't cancer during URF were Rumble Yasuo , and that's only because Rumble gets worse with CDR and Yasuo was pretty much the same champion.

Main issue that I've seen is server fracturing. Smaller servers/regions already suffer from not having enough players to adequately support matchmaking. Temporary modes are fine because in the end they go away, a new permanent game mode however would take players away from the other ques and cause even more numbers issues.

Of course then there's the argument of "why not just do it for the servers that can handle it?", and then you get to flak from accusations of exclusivity, catering to certain regions, yada yada.

ARAM didn't run into these issues because it was already a game mode made by players through customs and simply proved it could be a que already.
