Add the 15 Second Spawn Barrier on Howling Abyss

You know how you guys added that 15 second spawn barrier so nobody could leave in the first 15 seconds of the game to SR? Please do the same for HA. I've lost quite a few ARAMs because everything went south when my team was a lot slower than their team to get to lane.

Actually, it would be cool if you would make it so that you cannot physically leave the platform until you have bought at least one item. In that vein, you could make it so that nobody can leave until everyone on both team has at least one item. If there are people with no items at 1 minute, the game could end as a draw, automatically reporting the AFKs. Better to lose 1 minute that be tormented for 20.
