Riot doesn’t care because Jarvan is not that interesting to them. In lore too despite being like a major character in Journal of Justice :(
I know JoJ isn’t canon any more but I am trying to point out how much Jarvan has fallen in Riot’s interest.

He's getting a Samsung skin from World's I think but other than that dunno.
He was played pretty consistently all through S7 I'm quite surprised Riot hasn't released a skin for him already (Perhaps he's slated for an Ultimate skin? We still haven't got one for Top Lane).
I second this i have been a nig Jarvan fan for years but no matter meta he is he never gets any love. All the skins keep going to champs like Yi, Lux, Teemo, Garen even Xin ans Nausus have had at least 2 skins in last couple of years llease Riot show J4 the love he deserves.
You know, and at the risk of starting a rebellion, I have to say that the Warring Kingdom's skin isn't great. I don't much care for the skin line in general, but why the hell does J4 have to giant feather boas coming out of his helm.
