What exactly is Ziggs' story?

Ziggs' page on the Universe section seems to contradict itself a bit, having both the old story where he earns the respect of his peers in Piltover and a new blurb where he's basically a terrorist in Zaun.

The only way this could possibly make any sense is if both stories happened, with Ziggs getting bored of his title at the academy before meeting Jinx and leading into his new story. Which really wouldn't surprise me, since Ziggs doesn't strike me as the sort to be able to handle being in a controlled environment well.
