Pirates shouldn't have heavy ass metal limbs for the same reason they don't wear metal armor.

They spend most of their time on a boat. And if their boat goes down, they can't afford to be wearing metal while in the water.

If Gangplank's ship were destroyed for a second time he would die for sure because he would surely sink to his death.

And yes, I know gangplank is supposed to be ruthless but he's certainly not an idiot. If anything he should have a wooden arm.

And if you talk about the "not being able to swim" problem, just think about the Devil fruit users from One Piece, none of them can swim, and most of them are pirates.

You don't know what kind of metal it is, so this is kinda a silly idea. Runeterra is a world of magic and hextech. There's no reason it's unreasonable to think that they can't make a lightweight metal prosthetic that you could swim in the sea with. They can make a prosthetic that responds like a real arm, why the hell would you think they can't make it light and waterproof? Hell, we're nearly at the stage where we can do that in the real world!

wooden arm would be utterly useless,because he likely wouldn't be able to move it.

Also if your ship sinks then most of the time it'll be on the open sea,which pretty much means death for you anyway.
