Bard, he punches like a beach ball. But watch out for those meeps. They're dynamite!
Nunu for the obvious reason of him being a child who has no ability to defend himself at his age. He is entirely reliant on Willump for safety.
Teemo is one of the best members of the Army in Bandle City, he may be small, but he can kill a man with ease... and since the Poppy lore says that the yordles can live longer than humans and use magic, i guess that the yordles in general are stronger than they seem to be.
My bets are that the worst fighter is: 
... Lorewise... i mean, sure he is more powerfull than many champs, but Viktor did not built him as a fighter... Viktor programmed him in order to "assist with Zaun's hazardous waste reclamation process". He is not a war machine... and his lore mentions that he has a "heart of gold", a "person" like him would not harm anyone for real.
And if we consider the "Three Laws of Robotics":

He would not harm a human, ever.

Kindred, they're basically imagination. They can't kill directly, they let others do it and at the victim's moment of death, they appear and taunt the dying target with arrows and fangs. They don't do anything - yes, they might be Death but still... they don't have a physical form.
doesn't really fight, so to speak, it's mostly the curse that kills people.
tbh he doesnt do anything. he requires people attack him in order for him kill a enemy.
i mean he causes tremors/earthquakes i guess.

I'm gonna have to go with 
on this one. He's a little old man who happens to be smart enough to build a time machine. Literally, the only thing he can do offensively is throw a time bomb at someone or warp their perception of time to slow them down temporarily. His ability to affect time lets him screw with a lot of people, but as a fighter, he's quite clearly unfit.
