Who "owns" each item?
Like Olaf for righteous glory, gangplank for DMP, Darius for BC. Champions who thematically and in game model seem to "own" an item. Maybe im reading too far into this though.

Some of the items you see in game do in fact belong to champions.
is owned by
, although it originally belonged to 
Is Greyor's from the Howling Abyss.
He says "I crushed my share of skulls with that one!" if you purchase it.
He might possibly own

considering his Voidstone passive.

would make sense considering he actually summons voidlings and it fits better thematically.

None of em, hence why they purchase it from an artifact collector.

These are just some that I think thematically fit these items.

My question is whether or not these items have the same/similar effects in lore as they do in game?

No one champion owns any of the artifacts sold in the in-game shops. They are all owned and curated by the Institute of----Oh wait, crap, never mind. Carry on!
I would expect Lissandra would keep
for obvious reasons, but it is possible that item found its way into the hands of other inhabitants of the Freljord.
Lulu could well carry a
around with her on her adventures.

would all be kept with the Rakkor of Mount Targon, so the champion most likely to have access to them would be Pantheon.
would belong with Rengar, since he is one of the two champions defined by hunting, and he actually uses tools.
I am inclined to think that Ryze would be a candidate owner of the
, given his history of exploring forgotten and forbidden magics. Of course, the same could be said about the

, and most other book or artifact-style AP items.
I would bet the
was kept by Sivir prior to her encounter with Azir.
Ezreal would love a good

is probably kept by the Lightshield family of Demacia.
I may be biased because I have only ever built
on Braum, but I would think he would keep it around for a little comfort in the harsh Freljord. I could just as easily see it being kept by the Avarosans (of which Braum is an affiliate) or the Frostguard.

would, of course, be in the hands of Malzahar or Kassadin.
That's all I have for now, but I think this is a discussion that could be dragged out for a long time. It would be neat to get some context and lore on many of these items, if only to flesh out a little more of Runeterra's history.

In the old lore, the items you use in game are copy's of each original item that are keep in the League of Legends, Jax is responsible or them.
Who would own Hextech Gunblade?
Probably someone from Piltover or Bilgewater. But porbably it's just a generic high grade weapon, produced on a national scale.

Well Olaf and Darius don't really have those items, especially not Olaf. For Darius I can see him using Black Cleaver since it's Noxian, his axe isn't the same as that, and Righteous Glory is Demacian, so it's certainly not Olafs. The only ones I know for sure are

. I don't know who else owns any in game items, if anyone else actually does. You could make some arguments as to who owns what but I don't recall any completely obvious and matter of fact cases other than the two mains ones of Sej and GP.
