I mean I think she's sort of half human now but I'm not really sure if that is the case seeing as in her lore she could stay in dragon form constantly but Demacia is full of anti magic stuff.

I'd imagine that'd be a "yes". Her father boinked a human at some point in time to make her, so I'd assume that she can do the same.
