Whatever are they origin, I hope they go with them being twins. League of Legends simply lacks twins and I can't see a better oppurtunity to have twins. Kayle wears an helm, so it wouldn't be redundant to have exactly same looking characters. And even if Kayle did not wear an helm, Morgana masters dark arts and it is reflected to her appearance with changed eye and hair color.

I think it could be neat, from starting out similar and going their own paths and seeing their contrast growing up
Identical? No. Morgana and Kayle are both pretty iconic characters to League, I doubt their physical appearances are gonna change so drastically. They might change Morgana's outfit to make it more targonian, but she's probably not gonna change her hair color 'just because'.
Fraternal? That could still work and be very interesting. I do hope they remain sisters by blood, even if they don't do the twin route; they're one of the few examples in League of that kind of relationship, and I feel it's integral to them.
I'd like to see them do more rival back-and-forth banter between the two of them. Similar to how Xayah and Rakan respond to most everything that they do when they're together, and how the updated Akali has a response to updated Irelia's taunt.
