I'm pretty sure Riot started work on this champion long before 10-bans was implemented.

Please think about timelines and order of events before you make a wild claim based on a correlation.

IIRC it has been stated in multiple interviews and boards that it takes about 12-18 months to create a champion. and after seeing the info on the new champ he is no where near anything like yas

I'm pretty sure it's a joke or a running gag due to how similar they look. Thus, a new meme to annoy people and Riot.
