I thought Demacia has a thing against magic, and Sona's abilities are very clearly magic.
Then again, Sona has one of the vaguest lores in the game anyway. She has no known friends or connections to anybody from anywhere.
Personally, I wonder if she'd fit in more in Ionia. Maybe move her there if/when they get around to Ionian lore.
I think it is likely that Sonas "magic" isn't even noticed by her audience and they just think that the effect of the music simply comes from the fact that her music is just so good.
Sona feels more Ionian than Demacian in my opinion. Her abilities are all magical and even her splash art is in Ionia, so I think She associates more with Ionia than with Demacia.
