I don't think Riot even knows. Some voice actors in games are simply uncredited.
Everyone doesn't want us to know, and the vo being uncredited fits withwhat little lore we have
There is an old article about the woman who voiced Evelynn in 2009. I cannot find it at the moment, but I can remember correctly that the name is mentioned.
