It fits his personality as a crazy war vet who forgets the norms of society (he's the only champion who swears while everyone else doesn't). Adding more people who swear would slowly detract from Kled. Not to mention it's bleeped, while Xayah was not bleeped. Bleeping Xayah is not an option because it wouldn't fit her as much because Kled is all about craziness and cartoonish comic relief, Xayah is not.
Kled was actually heavily censored, it's just that all the censored lines never made it to the PBE. He had much worse lines before.
The reason Xayah was censored is because of the specific word. Apparently "shit" has higher implications then the words Kled says, which is why "Shit" is bleeped out in Kled's VO. The word "shit" can cause our rating to go up which is something we aren't willing to risk.
We bleeped out that word on Kled because we thought it added comical effect to Kled. We could have bleeped it out with Xayah as well but we didn't feel that same comical effect would work for her personality.
Kled's line were censored for comedy purposes. It's funnier to hear the "BEEP" or the "SKWAAAAK" whenever he goes to swear.
Xayah was censored becasuse tbh it's not very fitting to her character and it's wholly unnecessary. I feel like people are making too big a deal of this. I had my doubt these lines were gonna last.
Kled had his bleeped. Xayah didn't. Quite simple.

I though, maybe you could put an option in the settings that mutes or censors all swear words from all champions(considering they have any).
