Why not victorious Shen?

After finding out zed was getting the other annual skin (champion ship) I assumed his rival shen would receive victorious.

Shen has been a dominant force in the toplane not just this season but almost every season to date.

Moakai hasn't had nearly the same impact in the game as shen in previous seasons let alone this one.

So why the tree and not shen riot?
