Jinx gets a new skin every other week and people have to vote on one skin for Illaoi that we might see six months from now and then maybe never see another skin for her ever again.
People who voted on a loser are just going to feel like shit, Illaoi is still going to feel neglected in terms of skins.
I know why Riot does it: Jinx moves product and Illaoi doesn't, but the vote just highlights the disparity.
I will never complain about a new Jinx skin. But voting for the next skin is interesting in my opinion. I actually wish that they are doing more votes in the future.
Jinx has 5 skins.... there are others that are far worse :P
At the end of the day, this is still better than them putting effort into 1 skin. Yes, Illaoi and others will be neglected but that is the price you pay for playing a niche champ. I love Illaoi and the opportunity to vote on a skin. At least if they only do 1 skin a year or longer we have some input on it.

There is a decent read for you. They have an interactive table they lets you check Champ popularity. Jynx being and have been a popular champ. It lets you see where everyone kind of sits in play rates and such.
I agree with the general comment - we produce champions at a rate double what seems reasonable.
We create skins at a rate of roughly a 1/3 of what we'd like.
Hey look at that they announced the winner and everyone who voted for something else feels like shit.
