Unofficial answer from a Rioter who happens to love lore:

Kindred Kindred? They have to be everywhere at once, after all. AurelionSol Failing that, Arelion Sol travels the vast distances of the cosmos in reasonable amounts of time, suggesting faster than light travel. Bard Then there's the magical journeys of Bard - who knows where (when?) they go!

But that just brings time travel into it, which makes a mockery of the very idea of 'fastest'.

Ekko Zilean Are Zilean and Ekko the fastest if they can get there before they left?

What if we exclude champions who can teleport, bend time, and have essentially space bending powers. Who is the fastest then?

I don't think that teleportation or being in multiple places at once is the same as actual speed though. If you teleport from A to B your actual relative velocity never actually increases. Same with time travel, getting there before you leave requires negative time, but from an actual intuitive standpoint you're never necessarily moving faster than perhaps an average walking pace. Aurelion Sol you could definitely make an argument for, though I've not heard any specifics on that.

Otherwise if you count Valor, either he or Shyvana is likely the fastest that I can think of given that they both literally fly. Not sure if a bird outpaces a dragon, but I'd imagine probably so. I may be forgetting someone though, I haven't really run all the way through the list.

I suppose you'd also have to clarify, by fastest do you mean fastest distance traveller or fastest burst of speed? in the latter case perhaps someone like Yi/Kat would take the cake.

Without counting any superhuman creatures and the speed at which one can move from A to B by using his feet I would consider these: MasterYi - Because of his Alpha Strike. Now this has never been confirmed in lore, but in the game he is moving so fast you can only see him when he stops to hit his target. Katarina - Basically the same as Master Yi, though it may be instant teleportation, as suggested in the "A New Dawn"-trailer. And finally: Kennen Kennen is the only champion who has his speed pointed out in his lore.

...His energy found no limits and was matched only by his unnerving speed. Despite his astonishing gifts, he remained unnoticed (or at least uncaught, as he was quite the prankster) until, on a dare, he ran straight up the great outer wall of the Placidium

In most animes where ninja-like characters have a move with such a name, it's just moving faster than the eye can see, but you can only do it for a few steps or only once every few seconds because it's too exhausting.

Has Riot ever given a hard-answer to the above quoted with regards to "Teleport skills" like Shunpo and Cut-throat?

As far as I know, no. They could depart from the usual explanation, but as long as we lack an official answer, it seems reasonable to me to go with said usual explanation from other universes.

Riot has said that the game does not really have any baring to the champion in lore. I think the example used was Garen will not be able to summon a giant sword out of thin air. I feel if they're going with Katarina is just a normal assassin like character the same answer will be used. She can't really teleport it's just her ability in game.
