A note on the message on the launcher about the TF and Graves skins...
"Cutpurse Graves and Cutpurse TF ran together through Bilgewater's slums, before TF betrayed Graves" "before TF betrayed Graves" Didn't they retcon that?

They never retconned anything to do with those two. These skins depict them when they were partners.
If you're referring to the short paragraph bios for those two, that's meant to be really short on details. Nothing's changed.
Not everything was retconned with the institute of war being removed, many personal characters have been assumed to have kept their identity in one way or another.
