Aight so here it is.

TL;DR - All Tier 2 Boots cost 1100g, provide Enhanced Movement, a simple stat, and a Unique Passive. Tier 3 Boots Enchantments are reintroduced, costing 450g and granting special movement benefits that all champion classes can tap into.

The stats below are what this rework of Boots might look like. With 8 options for Tier 2 Boots and 6 options for Tier 3 Enchantments, there would be 48 combinations of stats and passives to cater to champions and playstyles of all kinds. So, what do you think?

#Tier 2 Boot Upgrades Cost a total of 1100g across the board (800g to upgrade from Boots of Speed).

item 3111 Mercury's Treads +25 Magic Resist Unique Passive: Reduces the duration of crowd control effects by 30%. Enhanced Movement: +45 movement speed

item 3047 Brawler's Boots (Renamed) +30 Armor Unique Passive: Reduces the damage from basic attacks by 12%. Enhanced Movement: +45 movement speed

item 3006 Berserker's Greaves (Reworked) +20% Attack Speed Unique Passive: Every 6 basic attacks is granted double Attack Speed for that attack (counter is reset after 2 seconds without attacking). Enhanced Movement: +45 movement speed

item 3117 Oppressor's Treads (New) +15 Attack Damage Unique Passive: Basic attacks steal 10 Movement Speed from the last enemy champion hit for 2 seconds (halved to 5 movement speed for ranged champions). Enhanced Movement: +45 movement speed

item 3020 Sorcerer's Shoes (Reworked) +10 Magic Penetration Unique Passive: Refunds 10% of mana spent. Enhanced Movement: +45 movement speed

item 3158 Lucidity Shoes (Renamed + buffed to match increased cost) +10% Cooldown Reduction Unique Passive: Reduces the cooldown of Summoner Spells by 15%. Enhanced Movement: +45 movement speed

item 3009 Swiftness Tabi (Renamed + buffed to match increased cost) Unique Passive: Reduces the effects of slows by 30%. Enhanced Movement: +60 movement speed

item 3117 Boots of Mobility Removed in favor of being a Tier 3 Boot Enchantment.

#Tier 3 Boot Enchantments New and reworked. Cost 450g across the board.

Mobility (New) Unique Passive: Grants +55 out of combat movement speed.

Furor (Reworked) Unique Passive: Grants +15 movement speed in combat.

Alacrity (Reworked) Unique Passive: Grants +35 movement speed for 5 seconds upon entering the radius of a friendly tower (once per tower, refreshing upon entering Fountain).

Retrieval (New - replaces Captain) Unique Passive: Grants +35 movement speed when moving towards allied champions and friendly towers (800 range).

Exploration (New) Unique Passive: Grants +55 movement speed in brush, decaying over 2 seconds upon leaving.

Distortion (Reworked) Unique Passive: Grants +115 movement speed decaying over 3 seconds after casting a Summoner Spell (occurs after Teleport Channel in the case of Teleport).

#Cassiopeia Cassiopeia Passive gets buffed to make up for lacking access to Tier 3 Boot Enchantments.

why did you randomly rework some and not just leave then how they are. The only ones needing buffs are ionian and your removed mobility. Also oppressors heal is extremely similar to old furor which is why boot enhancements were removed in the first place

I'm all for seeing some boot variety but do you think these would be enough to keep people from selling boots late game after they get their full build? I was under the impression they got rid of tier 3s because they gave everyone homeguards after 25 mins or whatever it is.

I would rather see a bit different of a 'tier 3'. Multiple versions of flash. Every champion every match takes flash, it's not really an option. Flash is mandatory. So, instead of having 2 summoner spells we all have 1 and flash.

Instead your last option on your boots could be a flash, but we would need more then one. Something like a protobelt type flash where there is some damage, a shorter flash with movement speed at the end, a longer flash that will cover bigger obstacles but has a longer cool down. And, I am certain that between the community and rito themselves we could come up with a few more.

Then, we can all have 2 summoner spells, like we are supposed to. I mean who wouldn't want to be able to take teleport and ignite top lane?
