Shen getting rework soon? or buff

i love shen but i hate him playing in low elo. you can't carry as shen. his ult has a long cooldown. when i ult on teammates they run away instead if engage. while his enemy zed is one of the best mid laner. shen is in a bad spot. he gets bullied by every single top laner. he is terrible in engage for a tank. he belongs in a support. riot plz do something with this champ. either rework him. his utl has no special has like 150 sec cooldown early games. he is suppose to be a true hero of league of legend. he is more like side kick for akali and kennan.
