[Item Concept] Looming Malice

So just a random source of inspiration to attempt to create an item. This is my first item concept but hopefully it isn't that bad. As always I am open to input on such things so feel free to leave some. Anyways lets get onto it.

Looming Malice Build Path - Haunting Guise (1500 gold), Aether Wisp (850 gold) + 750 gold = 3100 total gold

Stats +70 Ability Power +300 Health +7% Movement Speed

UNIQUE – EYES OF PAIN: +15 magic penetration UNIQUE - Malice: Damaging spells against shielded enemy champions will mark them with 'Malice' for 10 seconds. Once the target becomes unshielded or the duration ends the mark will detonate dealing 65 - 150(+20% AP)[60 base + 5 per level] magic damage to them. The damage increases by 10% for every second the target remains shielded maxing at 50% against unshielded targets or 100% against still shielded targets. Enemy champions can only have one mark of 'Malice' applied to them at one time.

Hm.

This is a really unusual design, and definitely really niche. I believe only 33 champions are currently affected by this, although there are a few items that expand that a bit.

Conceptually I rather like the idea, although I do feel you need a cooldown on that unique marking component. Otherwise it's VERY strong against champions with repeatable small shields (Mordekaiser, for example(, and it seems like it would be better to limit it a bit more. Also, as written, the mark might stack for each new spell, and a cooldown would help make it clear that this isn't the intent.

I'm just not sure if a specific anti-shield tech like this is needed in League, or if the item feels good enough, since you end up in a weird situation where it's hard to process quickly if it's better to burst them through the shield with Mark damage OR to simply wait it out, and that's an uncomfortable decision point to force on someone in just a second or two.

This item is kinda op like the intent is there and I do believe if just 1 person gets a sheild its fine but if like lets say someone uses locket of the iron Solari and Leblanc gets a multi man w it does insane damage, I think it needs a bit of a less ap ratio like 15%

I like it because it provides a lot of counter play to a certain champion: Lux. I say that because she has the ability to shield her whole team, thus this item would allow someone to basically use Lux's W against her team. Also, would this work on the passive from item 3072. If so, then ADC's would feel the affects of this item. There was one tanks used, I forgot the name. I think it was item 3053.

Add a note for a cooldown against champions, or how many instances of the mark an individual champion can have, since a champion can potentially have two different shields, one pops, the mark pops, and then suddenly another mark for a 2nd pop.
