Novari, the Noxian Reaper

Appearance: Novari stands about 5'10" with a thin, athletic build. She carries a scythe as a weapon. She wears flowing black clothing to give her the appearance of a moving shadow as she leaps and slashes across a battlefield. Her eyes and hair are both pitch black, though the whites of her eyes show a bit more red than is normal. Her teeth are purposely filed down to give her sharp fangs for canine teeth and sharp cutting front teeth.
Lore: Twenty-nine years ago, a Noxian division crossed swords with a tribe of barbarians. The heavily armed and well-trained Noxians quickly and efficiently eliminated the barbarian forces with low casualties. But as they closed on the tribe's witch doctor, she cast a curse on the Noxian captain leading the charge. Any children she bore would feed on blood like vampires. The woman thought little of it and beheaded the witch doctor.
Four years after, the captain bore a child with another Noxian warrior. Named Novari, the child had pitch black eyes while both of her parents had light eyes. The lieutenant did not think of the witch doctor, but instead commented on how her newborn daughter "had the eyes of an assassin".
Novari aged like any other young girl in Noxus and entered weapons training at a young age. She distinguished herself immediately through her weapon. Weapons of many kinds were available to the class, all appropriately sized for children. Swords, axes, hammers, one handed and two handed varieties of each. Bows and crossbows were available as well. Even throwing axes were available, as well as a bo staff that hadn't been used by a trainee in a decade. Novari, however, envisioned a long pole with a blade at the end. She wanted the staff's reach, but the killing power of a blade. When Novari unsuccessfully attempted to fasten a throwing axe to the end of the bo staff, her instructors ordered a smith to forge an actual bardiche for Novari.
Like any other Noxian child, she trained first against dummies, and then against nonaggressive beasts. Once she got good enough at a weapon, a deer was captured and set in a training ring for Novari to kill with the weapon of her choice. Novari quickly cut down the beast as it tried to run past her, thinking itself out of range of her attack. After Novari drew the creature's blood, she found herself drawn to it. She had to reach out and touch it...taste it...consume it. Her classmates looked on in horror as Novari licked up the spilt blood off the creature's fur. From then on, the other warriors in the class were wary of her and her pitch black eyes.
Novari grew to adolescence and still drained blood from her kills, eventually filing her teeth down as to make draining blood easier. Eventually though, she wanted to taste human blood. To do so, she volunteered to fight in a gladiator match. She fought against a captured Demacian and slayed him. As she landed her killing blow, her bloodlust fully awakened. She dove on top of the slain man and drained his blood in front of the entire audience. But unlike her classmates, the crowd roared in approval. A killer so thirsty for blood as to drink from a gladiator opponent in the middle of the ring inspired the Noxian citizens.
Novari loved the attention she suddenly got for her bloodthirsty style. She fought more often, to entertain the citizens of Noxus and earn their cheers. She even drew the attention of the master of flair himself, Draven, the Glorious Executioner. They scheduled a match together, the two of them against an entire army of enemies. The show was the highest grossing match in the history of Noxus, with the pair of entertainers coming out as the winners. Together, it seemed, Novari and Draven could achieve even more fame than either could alone. Though they would always try to out-do each other in public spectacles, at the end of the day, they were as close as could be.

Passive -- Gleeful Killer: Novari gains a stack of Gleeful Killer on kills and assists and loses one quarter of her total stacks on death. Gleeful Killer grants Novari 3 Attack Damage and 1% Movement Speed per stack and caps at 20 stacks.
If Novari were to gain a stack of Gleeful Killer while at 20 stacks, she instead deals true damage instead of physical damage on her next damaging ability within 5 seconds.
Q -- Rending Slash: Novari leaps forward a short distance and sweeps with her scythe. Enemies caught in her sweep are slowed by 20% for 1.5 seconds, and take 35/55/75/95/115 (+0.65 per Bonus Attack Damage). Novari can activate this ability a second time within 4 seconds of her first strike, and a third time within 4 seconds of her second strike.

W -- Blood Feeding:
Passive: Novari heals for 5/10/15/20/25 HP every time she kills a unit.
Active: Novari feeds on the blood of a nearby fallen champion, healing for 100/130/160/190/210 (+0.7 per Ability Power) HP immediately, and an additional 100/130/160/190/210 (+0.7 per Ability Power) HP per second for 2 seconds. Novari must be within 300 units of the body of a currently dead champion to use this. This ability may not be used on the same corpse twice.
Within 3 seconds of killing a large monster, Novari can use this ability for half effect.
Cooldown: 1 second
E -- Vampiric Leap: Novari leaps onto an enemy and bites them, dealing 70/100/130/160/190 (+0.9 Bonus Attack Damage) physical damage and reducing all damage they deal by 8%/9%/10%/11%/12% for the next 4 seconds. This also increases Novari's damage by 8%/9%/10%/11%/12% for the duration.

R -- Evict Life: Novari sweeps her scythe in a circle, starting from her current facing, impaling and suppressing all enemy champions she strikes. The first champion struck takes 100/200/300 (+0.7 per Attack Damage) physical damage and is suppressed. When an additional champion is struck, both champions take 100/200/300 (+0.7 per Attack Damage) physical damage and the new target is suppressed instead. The former target is left behind and stunned for 1 second. The entire sweep takes 2 seconds, and if only one champion is hit, the extra damage and stun do not trigger, and the suppression ends at the end of 2 seconds.
Maximum catch range: 400 Minimum catch range: 150 (Enemies closer than 150 will not be hit by the attack. It forms sort of a donut with Novari at the center of the inner circle, similar to Darius' Decimate)

Ideas for skins:
Crimson Elite Novari: Like Crimson Elite Talon/Riven, except more flowing style of clothing.
Gladiator Novari: Novari only wears a plate bra, armguards, and a short skirt, colored shiny gold like Gladiator Draven's armor. Intended to be a set with him.
Rulings:
Blood Feeding can be interrupted by stuns, knockups, suppression effects, silences, and taunts.
Blood Feeding's only once per corpse ruling means "per champion per death". Basically if a champion dies, Novari can feed off them once until they respawn. Once they respawn, if they die again, Novari can feed off them again.
Blood Feeding cannot be used on targets undergoing resurrection, such as from Guardian Angel or Zilean's Chronoshift.
Blood Feeding can be used on the corpse of any champion, regardless of whether Novari had a hand in killing the champion. This includes allied champions who have been slain or executed.
Gleeful Killer stacks with similar items.
