######Under Development
Hilgin may be one of the brightest minds in Zaun, if not all of Runterra, with Heimerdinger a close intellectual rival. He attempts to solve every problem with either his Janbiya, or using radiation, and sometimes both at the same time. Using radiology to help some of his fellow Zaunites, he was a very well respected in the city. He also strapped in and overdosed some of his detractors, pushing up his glasses to take careful notes.
However, every problem couldn’t be solved with these methods. Particularly the dozens of small benign tumors in his brain. Turning his Radiologic machines on himself, he tried radiate them away, as they were causing pain and causing memory loss. His effects were positive, but the tumors soon would regrow again, causing repeated self treatment.
Even with his careful measurements and exact dosage of his machines, the consistent use had some undesired, and unanswerable consequences.
Although he doesn't acknowledge them, the antlers one of these effects.
#Abilities
##PASSIVE: Radioactivity On Hit Stacking Debuff
Whenever Hilgin damages an enemy champion or jungle monster with an auto attack or ability, they gain a stack of Radioactivity up to 10 stacks. The enemy unit will lose 5% healing effectiveness from all sources per stack. Stack are lost one at a time after 1.5 / 1.75 / 2.0 / 2.25 seconds (at levels 1, 6, 11, 16) without the enemy unit being damaged by Hilgin. A successful recall to fountain will also remove all stacks.
- Stacks remain on the afflicted enemy units after Hilgin dies.
- If the unit is afflicted by Grievous Wounds and Radioactivity stacks, the healing effectiveness reduction is calculated additively, up to a combined total of 70%.
##Q: Fission Toss / Fission Drop First Cast Linear Collision Skillshot Range: 600 Projectile Width: 150 Projectile Speed: 1400 Cooldowns: 10 / 9.5 / 9 / 8.5 / 8 Cost: 40 / 50 / 60 / 70 / 80 Casting Time: .5 Seconds Interrupts Movement: No
Hilgin throws one of his Janbiya in a line, dealing 40 / 60 / 95 / 120 / 165 (+70% AD) in physical damage and slowing the first target it hits for 50% / 55% / 60% / 65% / 70%, rapidly decaying over 1.0 second.
Within 3.0 seconds of casting Fission Toss, Hilgin my cast Fission Drop. If Fission Drop is not casted within 3.0 seconds, the ability will go on cooldown.
Second Cast Ground Targeted Area of Effect Range: 600 Radius: 150 Projectile Speed: 1400 Casting Time: .5 Seconds Interrupts Movement: No
Hilgin throws the other of his Janbiya in an arc for a medium distance, dealing 40 / 60 / 95 / 120 / 165 (+70% AD) in physical damage in the small area and slowing all damaged enemy units for 50% / 55% / 60% / 65% / 70%, rapidly decaying over 1.0 second.
Latched Bonus Spell Modifier | Auto Targeted | Debuff
If latched to an enemy champion and Fission Toss / Fission Drop is casted, Hilgin will stab and twist the knife into the latched target dealing the same base damage with an additional 30% / 35% / 40% 45% / 50% Armor Penetration, also causing a 50% / 55% / 60% / 65% / 70% slow for 1.0 second.
##W: Beta Decay Passive On Hit Effect | Self Targeted Buff Hilgin’s auto attacks against enemy units that have stacks of Radioactivity will deal an additional 1% / 2% / 3% / 4% / 5% of missing health + (1% per stack of Radioactivity) in physical damage.
Active Auto Attack Modifier Cooldown: 8 / 7.5 / 7 / 6.5 / 6 seconds Cost: 30 / 40 / 50 / 60 / 70 Casting Time: .25 Interrupts Movement: No
Hilgin winds back slowly, bringing his Janbiya up and backwards past his ear over the next 5.0 seconds, enhancing his next auto attack to deal an additional 50 / 65 / 80 / 110 / 150 (+80% AD) in physical damage and add an additional stack of Radioactivity to the target, for a total of of 2 stacks.
For each second he doesn't expend the empowered auto attack, the empowered auto attack deals an additional 3% damage, up to 15% and adds an additional stack of Radioactivity, up to 7 total stacks.
Latched Bonus Spell Modifier | Auto Targeted
If latched to an enemy champion and Beta Decay is casted, the total damage will be dealt as true damage instead to the latched target.
- Casting this ability resets the auto attack timer.
- Hilgin can cast all other abilities without losing the empowered auto attack. The next auto attack attempt is the only action that will expend the empowered auto attack, besides timing out of the 5.0 second window.
- Latching on to and enemy champion with Atomic Plunge will automatically auto attack the target, expending the enhanced auto attack.
- This happens on the first auto attack after the damage from stabbing from the latching animation.
- Timing is critical to maximum damage. Casting Beta Decay and latching on to the enemy before the empowered attack expires but has gained maximum additional damage is key to high dps for Hilgin.
##E: Atomic Plunge Passive On Spell Self Targeted Buff
While Hilgin is latched to an enemy champion, he gains immunity to soft crowd control effects and automatically targets and attacks the latched enemy champion with his auto attacks. While latched, movement commands will not move Hilgin, interrupt current commands or spells, but will determine the direction Hilgin will roll when detaching from a latched enemy unit.
- Being latched also adds or changes properties of your other abilities.
- Inputing a movement command will show an arrow on the ground showing the direction of the upcoming roll.
Active Ground Targeted Dash | Linear Pass Through Dash Range: 500 (Leap) | 200 (Roll) Radius: 200 Dash Speed: 1200 Roll Speed: 600 Rocovery Time: .75 second Static Cooldown: 14 Cost: 60 / 70 / 80 / 90 / 100 Casting Time: .75 seconds Interrupts Movement: Yes
Hilgin plants both feet, then spring forth, leaping a medium distance. If he lands on an enemy champion from the leap, he will plunge his daggers into their backs and latch on to them, dealing 65 / 90 / 115 / 145 / 175 (+120% Bonus AD) in physical damage. Latching on to an enemy champion keeps you for attached to the enemy champion for 2.5 / 2.75 / 3.0 / 3.25 / 3.5 seconds or until traveling with the enemy unit for 600 / 700 / 800 / 900 / 1000 units, no matter how this distance is traveled. If he misses this leap, he will stumble briefly and need to recover where Hilgin cannot move, attack, or cast his abilities. He can use summoner spells during this time, canceling the recovery animation.
Hilgin can detach himself from the latched target by recasting Atomic Plunge at any time. Detachment by recasting this ability or lasting the full duration of the ability will cause him to roll in the direction his last movement command.
- If multiple enemy champions are in the leap radius, Hilgin will latch on to the enemy champion with the lowest current health in the area.
- This leap portion can pass terrain only if the distance of the leap fully clears the terrain in question.
- The leap distance is check prior to cast and will update the on screen visual if it will not clear the full distance, showing the reduced landing/leap distance.
- Detachment Rules:
- Hilgin will not be able to detach himself from the target for the first .5 seconds of the latch, during the stabbing animation.
- Whenever Hilgin is effected by hard CC, Hilgin will fall off immediately without rolling and then the CC effect will take hold.
- If the latched enemy unit blinks more than the fall the travel distance away, Hilgin will keep latched the full distance of the blink, then fall off without rolling.
- If the latched enemy unit dashes more than the fall off travel distance away, Hilgin will fall off immediately as soon as the distance traveled is reached without rolling.
- If the latched target dies, becomes untargetable, or is removed from game, Hilgin will fall off immediately without rolling.
##R: Isotopic Assault Self Targeted Buff | Channeled Auto Attack Modifier | Applies on Hit Effects Range: 300 Width: 200 Cooldowns: 90 / 80 / 70 Cost: 100 Casting Time: .5 seconds Interrupts Movement: Yes
Hilgin attack speed becomes 80% / 90% / 100% of the maximum possible attack speed. He then maniacally attacks in a repeating downward stabbing motion with 20% reduced movement speed for 2.5 / 3.0 / 3.5 seconds in a short distance in the direction he is facing, hitting the nearest enemy unit, with each strike dealing 25 / 50 / 65 (+125% / 150% / 175% AD) damage in physical damage. These attacks swing in accordance with his attack speed and applies on hit effects.
Latched Bonus Auto Targeted | Channeled
If latched to an enemy champion and Isotopic Assault is casted, he resets the duration of the latch time and then he targets and repeatedly stabs the latched enemy champion. During this new duration, he won’t fall off due to distance traveled. If he is effected by hard cc, he will effectily be silenced and disarmed for the duration but remained attached to the target.
- If the duration of Isotopic Assault is longer than the duration to stay latched to an opponent, the duration of Isotopic Assault will replace the latch time duration.
#Trivia
- Although he may never acknowledge the antlers, caused by excessive radiation, they are real and attached to him.

##Version 1.2 - 05/19/2018
Abilities
**Passive: Radioactivity**
Whenever Hilgin damages an enemy champion or jungle monster with an auto attack or ability, they gain a stack of **Radioactivity** up to 10 stacks. The enemy unit will lose ~~10%~~ **5%** healing effectiveness from all sources per stack. Stack are lost one at a time after ~~2.0 / 2.5 / 3.0 / 3.5~~ **1.5 / 1.75 / 2.0 / 2.25** seconds. **A successful recall to fountain will also remove all stacks.**
*These reducing will still allow for power, but reduce its feeling of it taking infinitely long to reduce the stacks off of them. Also, toned down the power of healing reducing to completely take that aspect of the game away. Also having these stacks effect fountain healing seemed wrong, only in the case of a success recall. Walking (and possibly running from Hilgen) to fountain should still be an exception.*

Q: Fission Toss / Fission Drop
If latched to an enemy champion and Fission Toss / Fission Drop is casted, Hilgin will stab and twist the knife into the latched target dealing the same base damage with an additional 30% / 35% / 40% 45% / 50% Armor Penetration, also causing a 50% / 55% / 60% / 65% / 70% for 1.0 second.
Added the additional armor penetration (since being latched to an enemy should score a stronger hit) along with rewording the slow description.
