It does exist in game, just not for Quinn. It's very, very similar to Soulhunter Kayn, post-Shadow Assassin transformation, including the hat and bracers.

It look similar and could work under the same theme name but color doesn't fit . Sadly

It is indeed well made and while I can agree the hat isn't the taste of everyone, it was worth to mention the work of this dude because I would hire him at Riot seeing those amazing concept made by a fan.
