(Champion Concept) Garuda, the Bird Authority (Edited)

Passive: Blessed Offering
Every 45/30/15 seconds, a bird appears on the structure/ward nearest Garuda. Should an allied champion or Garuda approach, a berry is dropped and the bird flies away. This berry heals 15/20/25% of Health or Mana/Resource (lowest between the two) over 6 seconds and boosts the speed of the champion by 15% for half the duration. A max of two birds per structure/ward. BIrds are not visible to the enemy should the object they rest on be invisible.
Additionally, birds who preoccupy wards increase the vision granted by 33% until they fly away.
Berries work similarly to potions in healing rate (they don't stack traditionally but are "queued").
Enemy champions can walk over these berries to crush them. Birds fly away should the structure/ward be hit once by an enemy champion, destroyed, or if they manage to drop off their gift.
Q: Quill Strike
(Passive) Garuda gains 1/1.5/2/2.5% movement speed per feather picked up for 3 seconds (no cap).
(Active) Garuda swings his wing in an arc, tossing piercing flight feathers in a diagonal angle 475 units away and dealing 15/30/55/70 + 30% total AD physical damage per feather hit (6 feathers are tossed in a line). Garuda can cast this ability a second time using his other wing at the additional cost of losing 15% movement speed until the ability refreshes or until he picks up his feathers. Secondary use tosses the feathers perpendicular to the first use. When used with Divine Precedence, Garuda does not lose movement speed at all.

W: Rend
Garuda dashes forward 500 units at inhuman speeds, carving his way through obstacles or enemies and damaging all hit by 75/90/115/135 + 75% bonus AD as physical damage. For 1.5 seconds, enemies hit by this ability have their armor reduced by 4/6/8/10 and have their movement speed debuffed by 35%. Debuff deteriorates over the duration (1.5 seconds).
Armor shredding from Rend stacks. Garuda can cast Rend again should he manage to kill an enemy champion with Rend.
CD 38/32/26/20
E: Surface Dive
Garuda commands a bird to dive towards a targeted area 800 units around him, dealing damage 67/100/133/167 + 100% AP of magic damage in a 300 unit AoE. Birds up to 2125 units away from Garuda join in, dealing additional damage equal to 35% of the original damage in the same AoE. This ability stuns all enemy champions hit dead-center by the initial AoE for 1 second.
CD: 27/24/21/18
R: Divine Precedence
Garuda's mask temporarily melds with his face, granting him increased strength and causing his avatar to glow in a heavenly white light. For 3.5/5/6.5 seconds, Garuda gains drastically increased movement speed (50/60/70%) and has his Q and W's CDs reduced to 1 second, refreshing once again when the buff runs out.
Additionally, all birds on the map fly towards Garuda, traveling over walls and obstacles, granting vision along the way. Upon reaching him, the offering is dropped at his feet and they fly back to the nearest perch. Garuda can approach these birds once more for additional offerings or use them while commanding a surface dive.
