Lore:

The city-state of Zaun has always bet upon the fringes of science. The phantasmal conglomeration of man, machine, and magic pioneered some of the world's most famous products and inventions, pushing the limits of what is currently known by the world every day. However, it's no small secret that this fantastical town of progress has an equally shady underbelly.

For science, pets would disappear. For science, people would be ripped apart and repaired over and over. For science, water and food would be laced. For science, anything was worth the sacrifice.

"For science.." a child thought. "If it's for science.." "If It's for that, I would do anything.."

Those were the last thoughts of many orphans before being swept away from the table they were strapped to.

After breathing their last breath, the child was dumped into a disposal pit with countless other "experiments". The scientists held no remorse over their deaths, but instead frustration. "Why can't we do it!? What are we doing wrong!?"

Lusting after the power of time, experiments were conducted over and over on orphans with hopes of creating the perfect tool for war: A Time Soldier. Child after body after child, their experiments all ended the same way: Termination of the test subject.

All hope seemed lost for progress with this lofty endeavor. Out of subjects to test with, the scientists threw the last failure into the pit and threw in the towel.

It wasn't until years later did this project reopen for experimentation. News of how a street urchin created something these scientists could not shook them to their cores. Their very pride on the line, they all gathered together once more with determination to fulfill their dreams. However, after reaching their old labs and preparing for the upcoming tests, things started to become strange and stranger.

Things would be misplaced behind their backs Items would fly off the shelves as if struck Laughter could be heard in the bowels of the lab

But nobody knew why these things were happening.

It wasn't until the first new group of orphans were brought in did these phenomena delve into deadlier territory.

Scalpels seemed to fall from the ceiling. Syringes seemed to find their way inside pillows. Doors seemed to have a will of their own.

But that's not all..

The children who cried out in fear soon turned to laughter. The ones who seemed ready and willing for experimentation reverted back to their old selves almost overnight. Children who first kept their heads down now sneered at the very scientists who brought them there.. Soon enough, the scientists started suffering from the butt-end of pranks openly laid out by these children too.

Not willing to have a second slight against their pride, the scientists decided enough was enough and brought out one of the children to set an example. Forcibly detained, the others could do nothing more than watch as a scientist allowed them witness to the experimentation they were to be put through. However, as they brought the needles closer to the child's body, a ball flew out, smacking the scientist across the face and causing him to drop everything he was holding.

Angry and confused, the scientist looked over the group of children to see if any wrought loose of their bindings. However, all were present and accounted for. All with wide grins holding back laughter.

Soon, a second ball ripped through the air. Then a third, and fourth. Each time the ball struck a scientist, the harder the impact became. A sixth one rang out and broke a scientist's arm. A seventh one smashed into the skull of another. An eighth smashed through a wall, barely missing.

As these scientists ran for the exit, many soon fell over and cried out in pain. Metal jacks spread out near the exit pierced into the flat of their feet, paralyzing them and leaving those unfortunate enough to crawl as the rest ran for their lives. The taunting laughter of the children bore into the minds of those scientists that day -- the project was put on hold indefinitely.

Abandoned entirely, the children left behind overtook the building and made it into their new home.

Months later, a file containing all the atrocities committed by these scientists was found tossed onto the streets of Zaun. Their secrets exposed, the scientists were exiled from the city-state. As they all fled for their lives towards the city's limits, all they could hear is the pitter patter of footsteps and the shrill laughter of children following closely behind them.

Only the children know who was behind the events in the lab that day. If you find a survivor and ask them what happened, any one of them would smile and simply say "Ib".

Full Support Low damage/high CC.

Appearance would be a child in a light-blue pair of clothing, long blond bangs, and bright green eyes. Emblazoned on the back of the shirt will be the designation "1B".

Passive: Child's Delight -- Each time an enemy champion is CC'd nearby, all the current cooldowns Ib has is lowered by one second.

Q: Handball -- Ib spikes a ball towards an area. If it hits a wall, structure, or enemy, it bounces back towards Ib's general area, allowing Ib to spike the ball again for free (within 1 second) and gaining a stack each time. If you miss the landing, wait too long, or just miss the target, all stacks are consumed and the skill starts it's cooldown. Ib can gain up to ten stacks.

Enemies hit by the ball are stunned for (0.25 x # of stacks) seconds and are dealt ([10/15/20/25/30 true damage] + 35% bonus AP) per hit. Ib can cast Q again to dive towards the landing point at the cost of half the stacks currently held (but must have more than 1 stack to do this) before the ball lands. Damage towards structures with this skill is doubled. Enemies stunned can't be stunned again by this skill for 5 seconds.

W: Stickball -- Ib brandishes a stick causing the next AA to deal (35/50/70/85/100) extra physical damage. If an enemy has their movement impaired, this also knocks them back slightly, causing any other enemies in the path to be knocked to the side.

If Ib has a stick ready and is within Q's landing zone, Ib instead leaps up and smashes the ball towards the mouse pointer's current location, consuming all of Q's stacks and putting both Q and E on cooldown. Smashing the ball this way instead causes it to pierce through enemies, dealing (35/50/70/85/100 x [1/4 *# of Q stacks]) in physical damage to everybody hit and knocking them to the side. If the ball hits a wall or structure before landing, it bounces back towards Ib.

E: Knucklebones -- Ib tosses eight metal jacks onto the ground randomly, applying a stack to enemies walking through them for each jack stepped on. Each stack deals 3% of the enemy's current health in magic damage (over 0.75 seconds) and slows them by 15% until all stacks are cleared up. Jacks disappear once stepped on by an enemy, or after thirty seconds.

If the landing point of Q has a jack in it, the ball instead explodes upon landing, consuming all stacks of Q and placing it on cool-down. Enemies caught in the explosion are dealt (15% of their total health + [25 x (# of Q stacks)]) in magic damage and are disrupted. Jacks take priority over Ib's presence.

R: Slingshot -- Ib pulls out a slingshot and carefully aims down it's sights. After 0.5 seconds, Ib gains twice the amount of Q stacks currently held and consumes them, shooting a ball forward. If it makes contact with an enemy champion, it bounces off of them towards the next enemy champion, continuing on until it hits six times or until no other enemy champion is within range. Enemy champions hit are dealt ([10/15/20 magic damage x # of stacks consumed] + 75% bonus AP) and are slowed by 35% for (0.25 * # of stacks consumed) seconds. After six champions are hit, or if there isn't another champion in range, the ball then bounces towards Ib's general direction, returning to a normal Q and allowing the games to continue.

Ok, THIS is a cool idea. I can see some interesting interactions from not only Zaun champs but also from Shivering Isles champs, if I understand correctly that this child is a vengeful ghost of an orphan lost to Science.

Perhaps Annie would want to play with them as well?

This seems REALLY unique as a concept, maybe with a bit of number tuning this would be something that exists? The gameplay here seems amazing and counterplayable.
