Well, I would've phrased the title a bit differently (I understand it was supposed to be an attention-getter, and boy does it succeed), but the intent of what you're saying is something I totally agree with.
Lately, there's been an outcry on this Board about contests and the like, or begging for Riot to pay more attention to the concepts here, and frankly, I just don't understand it. Is it cool to get a Riot response on your concept, or to get noticed for what people believe to be a well constructed concept? Sure it is; there's nothing wrong with enjoying positive feedback... but seeking it is a different deal. If your concept was made because "Riot should add it" or because "people will think it's cool," then I think you're designing for all the wrong reasons.
You should create for creation's sake. Do it for fun. When an idea comes to your head and you want to build upon it and mold it into a concept... well, in the words of Shia LaBeouf, just do it. What people will think of it is another hurdle entirely; you can use responses and criticism to improve your concept and any ones you may make in the future, but don't start making concepts out of some misguided, self-aggrandizing attempt at approval or appreciation.
Now, that's not to say there isn't a distinction to make between good and bad concepts; some are more deserving than others to be noticed, but that's something the community upvoting system can handle. I would venture to say that the best concepts on these Boards (at least in terms of popularity) are from those who understand the one-in-a-million odds that their concepts will be noticed or added to the game, but they do it anyway. Despite the miniscule, borderline non-existent chance that their effort will achieve some form of representation in the game itself, they do it anyway. Why? Because they enjoy doing it. And that's all that should ever matter.
