Champion Passive Concept: Outrider [super early concept]

I honestly have not really put together how this would really work with a champion kit yet, but i just want to put it out there for some ideas.

I'm thinking of a champion passive that grants the champion a small amount of bonus movement speed when movement commands are issued by targeting the a ground location instead of when movement is needed for an attack/attack-move command.

So what this means is you would only want to issue an attack command when you are definitely within range of your target. I believe that most good players do this already, but it would actually emphasize the point in a very subtle way.

Their base movement speed would be slightly lower than average, but with the bonus movement speed they should have a total movement speed that is slightly higher than average.

I feel like this could be a little too easy for medium or longer ranged champions to pull off and would just make them stupid strong when it comes to harassing and kiting, but on a shorter ranged or melee range champions this could make for some interesting mechanics.

This also may not be strong enough for a champion passive, but it could be an ability passive.

Pathfinder(Passive): Outrider gains increased movement speed as long as there is no enemy unit with range. (this means he can't just right click next to an enemy minion to abuse the speed, he would have to be wall hugging on lanes to gain the bonus. Maybe jungle camps count, but there's a whole lot of balance and mechanics to deal with it.) Visually there would be visual clues on where they bonus speed applies. (mostly lanes and or rivers?)

Why would you need to encourage people using move commands instead of attack-move ? It doesn't really feel thematic or interesting and just contrived. ^^ CrazyBears suggestion makes more sense IMHO
