[Rework Concept] Veigar, the Minuscule Master of Mayhem.

Passive - Baleful Strike: Veigar's basic attacks charge up Vaigar's staff, but do not launch projectiles or deal damage. The fourth basic attack will cause Veigar to launch a slow, but powerful projectile towards his attack target, dealing bonus magic damage and applying 4 on hit effects at once to all enemies in it's path. Killing an enemy with Baleful Strike increases Veigar's ability power by 1, and 2 for large minions, small monsters, and 5 for champions and large monsters.

Q - Dark Matter - First Cast: Veigar calls a mass of dark matter to fall from the sky which lands after a 2 second delay to the target location, dealing magic damage to all enemies hit.

• Star Fall - Second Cast: While the dark matter is falling, this ability can be recast 1/2/3/4/5 times, based on level, dealing a small amount of magic damage to all enemy units within Veigar's Event Horizon. For each enemy champion damaged by Star Fall, Event Horizon's cooldown is refreshed by .5 seconds.

W - Phenomenal Evil Power: Veigar causes something "evil" to happen, based on what is happening around him.

Example: Veigar is diving the enemy's tower, activating Phenomenal Evil Power might briefly disable their tower, or it might blink Veigar out of turret range.

Or maybe Veigar is going to ward a river bush that definitely has the entire enemy team in it, activating Phenomenal Evil Power right before might burn down all near by bushes, revealing the enemy team, or Veigar might turn invisible and just walk past them.

In a 1v1 activating Phenomenal Evil Power could cause both players to be polymorphed for a few seconds, or turn into giants.

But who knows, anything can happen, Veigar could just blow up and take the entire enemy team with him.

E - Event Horizon: Veigar forms a cage around the target location which materializes after a 0.5 second delay and lasts for 3 seconds. Enemies that touch the side of the cage will be blinked to the inside of the opposite side of the cage. Allies who touch the cage will blink to the outside of the opposite side of the cage.

R - The Hand of Evil - Passive: Whenever Veigar kills an enemy, he collects their soul and holds it in his former master's gauntlet. The size of the energy ball in his hand is based on his ap and will continue to increase greatly with each soul collected. There is no maximum size.

• Primordial Burst - Active: Veigar becomes Disarmed, Silenced, and Slowed as he begins to spin his staff in the air, causing the ball of energy he has collected to begin to spin around him, slowly expanding outwards from him as he spins his staff. The ball will continue to spin around Veigar for 6 seconds, increasing in size and damage as it spins. If the ball collides with an enemy champion, it will deal magic damage based on how long Veigar was casting this spell. At the end of the 6 seconds, Veigar can target an enemy champion within the orbit of the ball, converting the magic damage into true damage and slamming the ball into the enemy.
