That's actually a really cool idea and it makes summoner choices for Supports more varied, not to mention getting smite out of the horrible "jungle only" position it's currently in.
I'm concerned that these seem strong enough that Smite might become mandatory for Supports, frankly -- not only would it give you superior objective control, but now it ALSO gives you powerful supportive abilities on Smite's rather low cooldown.

Golden Gift: Smite an ally to increase their attack range, size, and movement speed for 3 seconds.
Yes an amazing idea, because immobile juggernauts enjoy being perma-kited and right-clicked on by adcs. Makes for very interactive gameplay
Targon's Blessing: Smite an ally to shield them, based on your health, for 3 seconds. While the shield is active, the attacks your ally makes Grounds their target.
As if shields weren't irritating enough, your attacks make divers and assassins sitting ducks trying to walk up to you to attack you.
Watcher's Corruption: Smite an ally to Cleanse them, For 3 seconds after, the Smited ally is immune to slows and deals bonus magic damage on their attacks.
Of course, what could go wrong? Enemy rakan/maokai initiates, land their combo and you use a point-click spell to nullify everything. Seems balanced. And yes, even more damage, when everyone other than supports can one-hit you in a combo.
Not to mention all of these buffs are point-click, like shields, leaving no way for opponents to play around them.
This is why riot doesn't listen to and implement every suggestion on the boards.
Or maybe they did, which is why adcs and supports were overbuffed and left unchanged in their overpowered state for years
I really like this idea. I hope Riot puts serious thought into this. Seems super cool and would love to use it as a support
FROSTfang, it should grant bonus magic damage on hit and slow the target down on hit.
AncientCOIN, make it grant movement speed for x seconds and bonus magic damage on spells and attacks based on the target's total gold earned for that game.
RelicSHIELD, grants a shield for x second, based on your health and ability power (two ratios) and the target's next basic attack reduces its target's damage by x% to y% for x seconds, scaling based on the target's level that you casted smite on.
This be a cool way to add more summoner spells in the game and have more spell diversity, and not have abuse by other players.
Maybe with a bit less focus on autoattacks, so the support is not the ADC's bitch...

Not necessarily build an Ohmwrecker with a jungler item but a new enchantment that allows smiting turrets. It's been mentioned in other posts. Other than that I'd be behind this idea. I'd like to see more supports get out there in terms of summoner spells.
But like with all good things there are possibilities to abuse it.
I really really like this idea. If riots going to emphasize more on having champions not tied to only one role, this is a fun way to do it.
A thought for making smite less of a CS stealer as a support as well would be that these smites if used on a minion would be based on the support item as well.
for instance, smiting a minion with the Targon's item path would do the spoils of war execute effect.
not sure how the other two would work, perhaps with the Ancient Coin path it would drop a coin for your allies to pick up. things like that.
my thought is that smite could then be used to improve the CS share between the bot duo so that taking smite is seen as more than just a heal/barrier/cleanse replacement. let me know what you think? :)
If I am Thresh or Rakan, I would be smiting the hell out of cannon minions 
I think that the concept is okay, but done through smite is bad for supports to use this, flavored exhausts would be better
The durations are too long and the buffs seem a bit too much, they may unbalance the game.
First off, I feel like this is where Tracker Knife tried to go.
Second, I don't know that I like Smite targeting allies now. Enemy Smite wasn't much adjustment, but neutral monsters were effectively enemies, anyway. Now you'd have to track your Smites and make sure you bought the utility one.
Third, and maybe most importantly, these aren't even available on regular items. Ardent Sensor is as close as it gets, and even that is tied to inherent heals within one's kit. The last 2 work as a super-Mikael's, with a couple small limitations. If a decent utility smite option were available, it probably should be something like Twin Shadows, or a small single-stat boost, since it will not be tied to being a utility champion through heals. It would be odd that utility would be so strong when the current Smite effects are mostly smaller versions of what's already available.
Last thing I need right now is Janna/Galio/Kog where Galio actually boosts Kog better than Janna, plus has his inherent hold.
Why is
so much more powerful. Just like getting speed off of every spell hit with no downtime.
Yes, this is exactly what ADCs need, more ways for their support to dump their kit onto them. I'd love to see a kogmaw with even more attack range, or a kai'sa with even more on-hit magic damage and slow immunity.
the idea is down right great would really make the choice of gp item matter to playstyle and be far more interesting than, supports take exaust. though it would create some issues with jg objectives going down with much more ease also with the changes to scuttle supports would be contesting it as hard as the teams jungler
