Lira is a young (older than Annie) girl with a winter jacket and blond hair who throws snowballs as auto attacks and always has one in her hand.

Primary and Secondary Roles: Mage/Marksman Movement Speed- 340 Attack Range: 625 Health- 432-1478 Mana- 376-805

Passive: Snowy Vision

Every 9(-1 per 6 levels) seconds, Liras next auto attack will hit the enemy in the face and blind them for 1.3 seconds. The blind duration increases by 0.1 seconds for every auto attack they have used in the last 2.5 seconds, up to a maximum of 2 seconds.

Q: Ice Launch

Cooldown: 9/8/7/6/5 Mana Cost: 55/65/75/85/95 Range: 875

Throws a ball of ice at a location, dealing 90/140/190/240/290 (+65% AP) damage to all enemies in a small radius when it hits the ground. It breaks apart on contact, spreading out to deal 50/70/90/110/130 (+30% AP) damage to enemies around it. An enemy can be hit by both if they are on the edge of the impact radius and will receive full damage from both instances of damage.

W: Crash and Freeze

Cooldown: 15/13/11/9/7 Mana Cost: 70/75/80/85/90 Range (of summon): 1350

Lira summons a mound of snow at a location. She gains up to 45% movement speed while running towards it. When she comes in contact with it, she kicks it, sending out snow in a cone in front of her, dealing 110/155/200/245/290 (+70% AP) damage and slowing enemies hit by 40/45/50/55/60% for 1.2 seconds.

E: Frosted Pain

Cooldown: 15/14/13/12/11 Mana (1st): 50 Mana (2nd): 35 Range: 850

First Cast: Lira sends out a blast of frosted air at a location, dealing 65/100/135/170/205 (+55% AP) damage to enemies and marking them for 2.5 seconds. Second Cast (optional, costs additional mana): If the enemy is within 950 range, Lira will activate the mark on enemies, slowing them by 15/17/19/21/23% for 3 seconds. Lira gains 6/10/14/18/22 armor and magic resist when using this and gains 1/2/3/4/5 more per minion hit, 3/6/9/12/15 more per champion hit.

R: Ice Rage

Cooldown: 100/85/70 Mana: 95/105/115 Range: 900

Lira sends 8 snowballs at an enemy champion repeatedly over 2.4 seconds, each doing 35/50/65 (+12% AP) damage to them and slowing them by 10% for 0.3 seconds. The snowballs will not stop after they leave range but have a 20% chance of missing if they leave Liras vision. Once the snowball hits the enemy, it bounces off at a random location and becomes a dirty snow mound which can not be kicked but will still grant her the speed boost over time when moving towards it. However, if an enemy steps on a dirty snow mound, they are given a mark for the purpose of Ice Rage's second cast.

Let me know what you think! Also, yes I am aware that this game has a lot of ice based champions. This champion is SNOW based. Not ice. There's is only one other person who uses snow. Nunu

I just want to throw out the idea and let Riot decide the numbers xD Your idea seems a little op though.

I made her E do low damage because I thought her W damage was high. However, in Liras defense, it's gonna be extremely hard to get a hit with her W .

Still, that's some godly zoning potential.

The passive alone is pretty much a teemo blind dart with no mana cost. That alone doesn't help make the champion unique. Besides that it seams legit

Not really.. Teemos blind dart is an ability that does magic damage with an ap ratio. Liras is a normal basic attack with a shorter blind duration.

The damage it deals doesn't matter, the whole point of Teemo's Q is the blind and your champion took that. Riot doesn't feel like blind is a good effect that allows counterplay anyways, which is one reason why they are reworking Teemo sometime this season (just another reason not to put it in your concept if Riot doesn't like it).

I hope you realize that by your logic, all abilities that can stun are the same thing and are too similar. Just because they both have blind doesn't make them similar.

But like adam79 said, riot thinks it's a very unhealthy mechanic. you could probably change the passive to synergize with the rest of her kit
