adding passive animations near the players names

I thought it would be neat if it was capable to toggle placements of the passive animations (etc), near the heath bar. Because champions like Viktor or Lee Sin If I want to time something I have to look down at the hud while maintaining an eye out for incoming skill shots you have to dodge. Let's say you are laning against an Illaoi, you have to always have to keep on eye on her with her giant skill shots that are more troublesome to dodge because her kit does an insane amount of zoning, I want to have an easier way to look at my passives and what not without having to risk being hit. Like in video games like TF2 where HP and ammo bars, etc are placed near the center to make a much more competitive edge. Again it would be toggleable, like summoners names in the Interface section of the settings. Also this would be great because some players that are deaf and or have hearing disabilities aren't able to gear passive indicators. So this would make a great competitive edge and benefit disabled players like myself enjoy the game more.
