Adding a game played or win cap to ranked.

Even though people in bronze and low silver are not the best players, it's definitely easy to tell when you have a new player playing ranked. Those people who go 1/8, afk little by little than all together. And the majority of League players are bronze and low silver, and it is frustrating to have these new players dropping mmr and lp for the rest of players. I think there should be a player "games won" or games played" cap for ranked. Like at least 30-50 normal wins. This also could be a good idea to prevent smurfs from playing on bronze and silver because the 30-50 games would easily be sniffed out by the smurf detection system. Will make buying accounts sound a bit more uninteresting, and benefit players who are dieing to climb. Even a small ranked cap can mean the difference.
