Champion Concept: Trigger, the Maniacal Monster

Trigger is a unique marksman that uses his mobility to zoooooom around the map and kite people into death. His damage output is low early on but ramps up over the course of a fight. I think he can accurately represent an ideal ADC: His damage isn't immediate, and he is vulnerable early on, as opposed to many adc's now that can instantly burst you down due to IE.
Health: 500 (+80 per level) Mana: 225 (+22 per level) Attack Damage: 45 (+4.2 per level) Armor: 32 (+2.9 per level) Magic Resist: 30 (+0.5 per level) Attack Speed: 0.650 (+0.028 per level) HP Regen / 5s: 6 (+0.4 per level) MP Regen / 5s: 7.2 (+0.25 per level)
Passive: Momentum Trigger builds stacks of Momentum when attacking enemy champions or killing minions. Each stack increases Trigger's TOTAL attack speed by 3/3.5/4/4.5/5% (Levels 1/5/9/13/17) and movement speed by 3%, up to a maximum of (12 - 18) times. Every 3 kills or assists will grant a permanent stack of momentum (maximum 6) and increase the stack cap by one. Trigger's Critical Strikes will not deal bonus damage, but every crit will add two stacks. Stacks last 1.5 seconds and decay one by one.
Q: Pop Shot Trigger shoots a narrow bolt out of his revolver (cast time is 1/2 of the autoattack timer). If it hits an enemy it will bleed them for 70/110/150/190/230 (+100% bonus AD) physical damage over 4 seconds. If Pop Shot hits an enemy champion it will reduce the cooldown to 2 seconds. Hitting an enemy again with Pop Shot will immediately deal the remaining bleed damage plus 4% (+1% per 20% critical strike chance) missing health as true damage (will not reduce the cooldown to 2 seconds). Trigger will also gain 25/30/35/45% (based on ult level) movement speed for 2 seconds when this happens.

W: Primal Rage Trigger charges up for 1 second and consumes ALL momentum stacks to shoot a burst of bullets in a target direction, dealing 60/120/180/240/300 (+100% AD) physical damage over 1.5 seconds. Range is increased for each additional momentum stack.

E: Flashbang Trigger channels for up to 3 seconds (moving up to 50% slower). Upon recast or release, releases a flashbang in a cone in target direction, blinding and nearsighting enemies for 2 seconds. If Trigger channels for long enough, a part of the flashbang will also stun for half the duration.

Passive: Ability casts will grant Trigger a bonus 5/10/15% movement speed for 1.5 seconds. Procing Pop Shot's bonus damage or impairing an enemy's movement will triple this bonus. (Does not stack, but each ability will refresh the timer).
Active: Trigger explodes in a burst of energy, empowering all of his abilites for 6/7/8 seconds:
Overall: ALL attacks now shoot purple energy (supposedly the energy from Trigger's insanity). Everything will slow by 10/15/20% for 1 second. Passive: Double effect from momentum, and gain 3 stacks per second passively. Q: Now a targeted ability. % Missing health increased to 4.5/5/6% (+1% per 10% Critical Strike Chance) W: 70% reduced cast time and shots pierce all enemies. E: 50% Increased range and will always stun for 1 second.
Recast your ultimate to end early, exploding again and dealing 100 (+40/50/60% AD) magic damage per second of his ultimate remaining to nearby enemies.
