If his q kills a unit then it's cooldown will be refunded by 70%

What does this do? It allows him to stack much faster and wave clear much faster.

Why would you buff nasus this way? Because it's on the pbe and you can remove things that makes nasus's kit horrible to play against. Like half the q cooldown while he uses ultimate, or the attack speed slow in his wither, or some of the slow off of wither (yes it's his only gap closer, which makes him more team reliant on cc but more damage oriented like a carry)

Also this makes nasus jungle a viable pick because he can actually farm stacks from the jungle comfortably and reliably, albeit getting invaded will suck.
