We need a Vandal skin for an assassin. Like Zed or Talon

I feel that the alternative/emo/punk trope is perfect for assassin characters, but is not realized in any way.

I think it would be great on Zed as a 750 skin, as it would give him a new skin price tier that is available year-round. He could be unmasked as well. There's no good reason that the other ninjas have unmasked skins but Zed and Shen do not.

It would also be great on Talon if it was 975 tier or above, because then he could finally have a recall animation and particles that aren't from 3+ years ago.
