I was wondering if Riot could implement in custom game mode settings a mode where you have 100% CDR, unlimited mana/energy, and you start the game at level 18.
The reason I suggest this should be implemented is to test out champions at their full potential and try ability combos.

There really isn't any reason that they shouldn't, that I can think of, but I doubt that this hasn't been suggested before. Though DotA has something similar, with the custom game cheat codes, there is probably a reason Rito has nixed it. Kudos for bringing it back up again though.
EDIT: To all the people who don't even read what he said, he mentions that it would be a CUSTOM GAME MODE. Read before you Rage.
