Masteries probably strength of the ages for the HP. take CDR glyphs so the cdr boots/banner of command and glyphs will give you high cooldown reduction
Max...Hook so you can hook more than once during ganks hopefully. W for the shield sustain on yourself in the jungle then E last and obviously ulti whenever possible.
For camps...either gromp or golems depending on the side you are on. Smiting the gromp will give you a sort of thronmail type thing for faster clears and golems will give you that stun thing.
This gives you level 2.
i would then probably honestly do a level 2 cheese gank with hook and flay.
Proceed to do as best you can clearing camps and make sure to gank often. You has cc , tons of it.

He is typically prioritized for his utility, not his damage in general, so going about anything else doesn't really make much sense I guess.
Probably even best to go for
