Vayne should be more of a tank buster!

OK so I know that there are already numerous posts on this and riot themselves has said this, but Vayne is supposed to be a heavy tank killer, not just an overall monster.

As of right now (I do not know of any PBE changes so if there are some let me know), Vayne is still a power house in solo que due to the fact that she not only destroys tanks but can easily 1v1 any other adc or any champ for that matter with ease. Yes, she has counters. Yes, she can get cc'd and shut down. But at the moment I think her %health damage is just too strong. If Riot really wants to identify her as a tank buster here's what they should do.

Increase the base true damage on her w, and change the %health damage to %BONUS health damage. Hear me out on this. She is supposed to be a tank buster, and not just shred anyone. You increase her base true damage that way she isn't useless against other non-tanks, but this way it will be more of a skill match up like requiring her to land her condemn on terrain. The bonus health damage will still allow her to shred tanks. Obviously the %bonus health damage won't be the current 12% or whatever it is at max rank, it will need to go up since it isn't affecting overall health.

I would like to hear feedback from this, but I feel like it is a very healthy way to get rid of Vayne's current semi-cancerous state she is in. And yes I do know that a ton of adc items and and adc's themselves are getting reworked, but I still feel that this would be a good thing to do.
