Yasuo as a resource less champ

I read a board by riot a while back that said that all resource less champs were balanced by either having long cd's, moderate health costs, or something of that nature. But what about yas? once he gets even a bit of attack speed, his q becomes amazingly spam able with that cool down. His e effectively has no cool down, because more often then not there will be more than 1 or 2 targets around him, and his ult is always up. How is this balanced?

i guess cause his ult is gated by needing a knock up which is gated by teamwork or you getting 3 Q's off which is gated by you having to be in melee range while being a squishy champ

Yasuo's Q is somewhere close to the thinnest skill shot in the game(a lot of people under estimate the power of sidestepping one early) and is very short range, if you can use it, you can be killed unless you're dumbass fed. His E is hard to use to actually go where you want to most of the time because you have to take care to align it in a way that will let you, not to mention, again, if you're using it, you can be hit too. His ultimate has a prerequisite that must be met before it can be used even IF it's off cooldown, ergo it kinda has a "soft cooldown" that is practically always longer than the actual cooldown.
