I report a player because he was toxic to our entire team all game. Join a new game and he's my teammate. why...........................................

That's why I like to wait a couple of minutes after starting games. Say, for example, I get into champion select, and I get blocked so I can't call my role (I know, Riot please fix lobby blocking), and I'm held hostage in the lobby for the next 60 seconds or so. Good news, somebody dodges. Time to start a new queue. Now you're in the champion select with the same people and you're held hostage again.
However, if you wait, say, 1 - 3 minutes, you'll probably get different assholes to deal with.
