Sooooo Catfish+frog=Salamander?
On a serious note,he was created with big fish guy in mind(early concepts show him as an anglerfish) and they eventually settled on catfish,gave him a big mouth and threw some frog stuff in there too. The fact that he looks a bit like a salamander is probably by accident.
